Mnmetagen [memory-altering agent], Experimental Batch 16, or colloquially “Sweet Sixteen”, is a psychotropic compound developed under Subproject 146 of the CIA’s MKULTRA and successor MKSEARCH programs. All records of Subproject 146 are believed to have been destroyed in 1973 pursuant to the orders of then CIA Director Helms, and only scattered secondary references remain, chiefly test results compiled as part of project MKOFTEN. The name is frequently used more broadly in reference to a pharmaceutical cocktail, including Mnmetagen 16 together with certain dissociative hallucinogenics, that can directly be used to induce “false memories” in a subject.
The available testing data indicates that Sweet Sixteen induces a highly suggestible state of approximately ten to twenty minutes duration, during which time the subject will accept described events as their own experiences. Subjects later profess to recall these “programmed” events vividly, and will engage in apparently unconscious confabulation to support the programmed experiences with additional details or corroborations or to better reconcile them with incompatible experiences or evidence. Subjects typically tenaciously insist on the veracity of programmed experiences under questioning, often more strenuously than they will with regard to actual experiences.
Sweet Sixteen is known to be deliverable via skin absorption when compounded with DMSO, and was used against several members of System 4ce in this fashion by “Men in Black” in 1994, during the conflict with a vegetable entity under the US Capitol dubbed “The Rutabega”. This gave rise to a striking example of the drug’s power in Psion’s strong but false recollection of having removed the cranium of a human subject and experimented with psychic contact while in physical contact with the dying subject's brain.
